Created in 2007 based on proposals and debates on the issue of Environmental Education and Environmental Problems in the Municipalities of Ceará, Preserving for the Future Program - Prefuturo (or Programa Preservando Para o Futuro - Prefuturo¹) was revised and became the National Program Prefuturo with a mission to promote the adoption of principles and strategies for knowledge, protection and restoration of the environment, sustainable use of natural resources, environmental education work in the formal and informal counties, deploy and implement Local Agenda 21, to perform activities of ecotourism, promote, coordinate and implement actions related to education, research , control, prevention and control, reducing deforestation, forest fires, forest fires and pollution of natural resources and in particular biomes deforested and polluted, and conservation units.

In 2009 with the new municipal administrations Program PREFUTURO constituted as an area of ??jurisdiction of the Program for the Future Preserving the following subjects:

• Collaborate in the development, implementation and evaluation of state strategic plans to combat, control, prevent and reduce deforestation, forest fires, forest fires and environmental pollution;
• Detecting problems and solutions in the managers covered by the program through the core deployment schedules of 21 local and central environmental problematic, where we already have examples of some problems and how we can help the regions that will cover;
• To periodically review and update. Thus the Prefuturo will promote environmental education and agriculture, agricultural extension, land use planning, acting preventively and allowing the adoption of new habits and use of clean technologies that provide the management of land as appropriate;
• Conduct educational activities and orient the society for preservation of natural resources as a way to ensure a sustainable future for all;
• Rehabilitate degraded areas and the conservation and management of biodiversity and soil and water resources;
• Establish basic guidelines for environmental policies aiming at sustainability;
• Promote the integration of conservation actions and sustainable use of the environment in three levels of government: federal, state and municipal levels.

The Prefuturo also had its regimental structure regulated which established the following organizational structure:
