The Transition Network (also known as the Transition Initiative or Transition Towns) is a movement that addresses the dual problem of peak oil and climate change, at the community level.  It began in 2005 as a student project at the Kinsale Further Education College in Ireland, overseen by permaculture teaching Rob Hopkins.  The project, termed the Kinsale Energy Descent Action Plan, was adopted as policy by the Town Council of Kinsale and evolved into the beginnings of the Transition Network in 2006.1
